Article 1 (Purpose) The purpose of this Ordinance is to support and promote the establishment and development of those small and medium businesses which are located in Seoul (hereinafter referred to as "Seoul") under Article 3 (2) of the Framework Act on Small and Medium Businesses, Article 63 (1) of the Enforcement Decree of the Balanced Regional Development and Support for Local Small and Medium Businesses Act, and Article 9 (2) 3 of the Local Autonomy Act as well as to contribute to the vitalization of regional economy of Seoul, by providing for necessary matters for the establishment and operation of the Small and Medium Business Support Facilities of the Seoul Metropolitan Government (hereinafter referred to as the "Support Facilities").

Article 2 (Scope of Application) Except as otherwise provided in other Acts and subordinate statutes or ordinances, this Ordinance shall apply to the establishment and operation of the Support Facilities.

Article 3 (Establishment of Support Facilities) The names and functions of the Support Facilities established under this Ordinance shall be provided in annexed Table, and the places in which they are located shall be publicly notified by the Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor"). <Amended by Ordinance No. 4021, Jul. 15, 2002; Ordinance No. 4273, Apr. 14, 2005>

Article 4 (Principles of Management and Operation) In managing and operating the Support Facilities, the Mayor and any person entrusted with such management and operation under Article 5 (1) shall do so in a manner consistent with the purpose of the establishment of those Facilities. <Amended by Ordinance No. 4502, Apr. 17, 2007>

Article 5 (Entrustment, etc. of Management and Operation) (1) The Mayor may entrust any other administrative agency, juristic person, organization or individual belonging thereto capable of managing and operating the Support Facilities with such management and operation to efficiently operate them by ensuring qualified management and operation.

10. DMC (Digital Media City) High-Tech Industry Center.
(3) The provisions of Articles 7 through 13 and Articles 15 through 19 of the Seoul Metropolitan Government Ordinance on the Private Entrustment of Administrative Affairs shall apply mutatis mutandis to necessary procedures, methods and so on concerning the entrustment of management and operation of the Support Facilities under paragraph (1) of this Article. ＜Amended by Ordinance No. 4818, Jul. 30, 2009>

Article 7 (Operating Committee) (1) Any person who is entrusted with the management and operation of the Support Facilities may organize and operate the Operating Committees for each Support Facility to deliberate on the following matters relating to such management and operation: <Amended by Ordinance No. 4502, Apr. 17, 2007>
1. Matters concerning the budget and the closing account:
2. Matters concerning the establishment and implementation of the master plan for the management and operation of the Support Facilities;

4. Other matters which are deemed necessary for the management and operation of the Support Facilities and referred to the relevant Operating Committee for deliberation.
(2) Except as provided in paragraph (1), necessary matters concerning the organization and operation of the Operating Committees shall be determined by a person who is entrusted with the management and operation of the Support Facilities with the approval of the Mayor.

Article 8 (Enforcement Rule) Necessary matters concerning the enforcement of this Ordinance shall be provided for by rule of the Seoul Metropolitan Government.

Article 1 (Enforcement Date)
This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Transitional Measures concerning Establishment of Support Facilities and Entrustment Operation Thereof)
The small and medium business support-related facilities which are established and the management and operation of which is entrusted under the Seoul Metropolitan Government Ordinance on the Establishment of Public Facilities and the Seoul Metropolitan Government Ordinance on the Private Entrustment of Administrative Affairs before this Ordinance enters into force, shall be deemed to be facilities established under this Ordinance, and the said management and operation shall, during the period of such entrustment, be deemed to be entrusted under this Ordinance.
Article 3 (Transitional Measures concerning Permission for Use)
Any person who obtains the permission for use of the Support Facilities under the relevant provisions including the Seoul Metropolitan Government Ordinance on the Private Entrustment of Administrative Affairs and the Seoul Metropolitan Government Ordinance on the Establishment of Public Facilities before this Ordinance enters into force, shall, until the period of such permission expires, be deemed to obtain the said permission in accordance with this Ordinance.
Article 4 (Amendments to Other Ordinances)
(1) Part of the Seoul Metropolitan Government Ordinance on the Establishment of Public Facilities shall be amended as follows:
In annexed Table, the columns "Industry and Economy Bureau (Industrial Policy Division)" and "Industry and Economy Bureau (Small and Medium Business Division)" are deleted respectively.
(2) Part of the Seoul Metropolitan Government Ordinance on the Private Entrustment of Administrative Affairs shall be amended as follows:
In annexed Table, the columns "Industry and Economy Bureau (Industrial Policy Division)" and "Industry and Economy Bureau (Small and Medium Business Division)" are deleted respectively.
