SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT FOR ENERGY SAVING MILEAGE

Article 1 (Purpose) The purpose of this Ordinance is to prescribe matters necessary for the operation and management of eco-mileage and driving mileage programs of the Seoul Metropolitan Government to induce voluntary energy saving by citizens and contribute to the reduction of greenhouse gases and air pollutants.

Article 2 (Definitions) The terms used in this Ordinance are defined as follows:
1. The term "eco-mileage" means an energy saving program that engages citizens by offering mileages as an incentive method for reducing the use of electricity, water, urban gas, and district heating;
2. The term "driving mileage" means a program that engages citizens by offering incentives based on the reduction of driving mileage for contributing to the reduction of greenhouse gases and fine dust.

Article 3 (Basic Responsibilities) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall actively promote related policies to reduce greenhouse gases and air pollutants through energy saving by citizens, and actively endeavor to revitalize eco-mileage and driving mileage.
(2) The Mayor shall actively promote climate change policies through collecting opinions and consulting from various fields such as citizens, civic groups, and related experts.
(3) The head of an autonomous Gu shall actively cooperate for the efficient promotion of eco-mileage and driving mileage.
(4) Citizens shall endeavor to reduce greenhouse gas emissions and air pollutants generated in daily life, and cooperate with the Seoul Metropolitan Government (hereinafter referred to as the "Seoul Government") or an autonomous Gu's climate change policy.

Article 4 (Subject Matter of Application) (1) Eco-mileage shall be applied to individual members targeting general citizens and members of business groups such as apartment complexes, schools, companies, small businesses, and religious facilities.
(2) Driving-mileage shall be applied to non-business vehicles carrying up to 12 passengers and vans registered in the Seoul Government, and the owner of the such vehicles. Other company- or group-owned cars, rental cars, and cars for business purposes shall be excluded.

Article 5 (Application for Participation) (1) Application for participation in eco-mileage and driving mileage programs may be made directly on the website by choice of the person concerned, or made by visiting a responsible department of an autonomous Gu or a local community service center.
(2) In the case of driving mileage, application on the website is only available for the vehicle owner, and application by a visit to a relevant agency is available for either the vehicle owner and the owner's family members.

Article 6 (Application for Withdrawal) (1) Participants of eco-mileage and driving mileage programs may withdraw directly on the website.
(2) Withdrawal from driving mileage on the website shall be applied only by the vehicle owner, and withdrawal by a visit to the relevant institution may be applied by either the vehicle owner or the owner's family member.
(3) Participants of driving mileage may be withdrawn ex officio if confirmed to have obtained the incentives by improper means with intent, gross negligence or the like, and in the case of voluntary withdrawal or withdrawal ex officio, re-entry application shall be restricted for two years from the date of occurrence of the cause.

Article 7 (Operation of Eco-Mileage Program) (1) The Mayor may provide information and technology for energy saving to individuals and business group members participating in eco-mileage and may provide incentives such as mileage through evaluation.
(2) The Mayor may provide shopping bags, promotional materials and promotional supplies to citizens to induce participation in energy saving.
(3) The Mayor may establish an eco-mileage management system to systematically operate and manage eco-mileage participants, etc.
(4) The Mayor may clawback the incentives obtained by an eco-mileage participant through improper means with intent, gross negligence or the like.

Article 8 (Operation of Driving Mileage Program) (1) The Mayor may provide incentives such as mileage to members of a driving mileage program who cooperate with reduction of vehicle mileage and restrictions on driving.
(2) The Mayor may provide promotional materials and promotional supplies to citizens to induce participation in a driving mileage program.
(3) For systematic management of a driving mileage program, a driving-mileage management system may be established and operated.
(4) Where a participant of driving mileage program obtains incentives by improper means with intent or gross negligence, the incentives may be clawed back.

Article 9 (Financial Support) (1) The Mayor may provide administrative or financial support for the eco-mileage and driving mileage programs provided by autonomous Gus.
(2) The Mayor may award citizens, groups, public officials, and institutions that have contributed to success of eco-mileage and driving mileage programs, and the necessary procedures for awards shall be as provided in the Seoul Metropolitan Government Ordinance on Official Commendation.

Article 10 (Education and Publicity) The Mayor shall formulate various municipal policies to enhance citizens' understanding and disseminate knowledge necessary to expand eco-mileage and

ADDENDA
Article 1 (Enforcement Date)
This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Transitional Measures)
All benefits for participants of the no driving day system enrolled prior to the enforcement of this Ordinance shall expire six months from the enforcement date of this Ordinance: Provided, That in the case of autonomous Gus, related ordinances or regulations of the autonomous Gus shall govern.
Article 3 (Repeal of Other Ordinances of Seoul Government)
The Seoul Metropolitan Government Ordinance on Support for Weekly No-Driving Day Program and Driving Mileage Program shall be repealed.
