SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON COLLECTION OF FEES

Article 1 (Purpose) The purpose of this Ordinance is to provide for necessary matters regarding administrative affairs subject to fees, the amounts thereof, etc. collected by the Seoul Metropolitan Government pursuant to Articles 154 and 156 of the Local Autonomy Act and other related statutes and regulations. <Amended on Dec. 26, 2007; Sep. 30, 2008; Sep. 30, 2021>

Article 2 (Application) Except as expressly provided in any other statutes, regulations, or Ordinances, fees charged by the Seoul Metropolitan Government (hereinafter referred to as "fees") shall be collected in accordance with this Ordinance. <Amended by Ordinance No. 4677, Sep. 30, 2008; Ordinance No. 4967, Apr. 22, 2010>

Article 3 (Categories and Amounts) The administrative affairs subject to fees, and the amounts of such fees shall be as specified in the attached Table.

Article 4 (Payment Methods) The fees may be paid in digital currency, by electronic settlement systems, or other similar means using a revenue stamp, cash, credit card or information and communications network.

Article 5 (Time to Collect) Fees shall be collected from an applicant at the time the applicant files an application for handling of civil petitions, such as certification, perusal of an official record, registration, and inspection.

Article 6 (Exemption from Fees) (1) No fee shall be collected for the following matters: <Amended on Jul. 16, 2001; Sep. 30, 2008; Apr. 22, 2010; Jul. 28, 2011; Jul. 30, 2015; May 19, 2016>
1. A certificate issued for the conduct of duty by a State agency or a local government;
2. A certificate applied for by a recipient eligible for livelihood, housing, medical, or education benefits under Article 7 (1) 1 through 4 of the National Basic Living Security Act;
3. A certificate applied for by a person of distinguished service to the State, or his or her family member or bereaved family member under Article 6 of the Act on the Honorable Treatment of and Support for Persons of Distinguished Service to the State;
3-2. A certificate applied for by a soldier or police officials distinguished service to the State or equivalent thereto (Including person registered pursuant to Addenda Article 12 (2) of the Act On The Honorable Treatment Of And Support For Persons Of Distinguished Service To The State, Act No. 11041), under Article 73-2 of the Act on the Honorable Treatment of and Support for Persons of Distinguished Service to the State or his or her family member or bereaved family member (Before Amendment of Act No. 11041);
4. A certificate applied for by a person of distinguished service to national independence, or his or her family member or bereaved family member under Article 4 of the Act on the Honorable Treatment of Persons of Distinguished Service to Independence;
5. A certificate applied for by a war veteran under Articles 2 and 5 of the Act on Honorable Treatment of War Veterans and Establishment of Related Associations;
6. A certificate applied for by a person who fulfilled a special military mission, or his or her family member or bereaved family member under Article 3 of the Act on Assistance to Persons Who Performed Special Missions and Establishment of Related Organizations;
7. A certificate applied for by a person determined and registered under Article 3 of the Act on Assistance to Patients Suffering from Actual or Potential Aftereffects of Defoliants and Establishment of Related Organizations;
8. A certificate applied for by a person of distinguished service to the 5․18 Democratization Movement, or his or her family member or bereaved family member under Article 4 of the Act On The Honorable Treatment Of Persons Of Distinguished Service To The May 18 Democratization Movement And Establishment Of Related Organization
9. A certificate applied for by a person with a disability registered under Article 32 of the Act on of Persons with Disabilities;
10. A University of Seoul certificate issued through a window for electronic civil petitions under Article 9 (2) of the Electronic Government Act.
11. A certificate applied for by a person determined and registered under Article 4 of the Act On Support For Persons Eligible For Veteran’s Compensation;
(2) In any of the following cases, official information disclosure fees prescribed in the attached Table shall be reduced by 50/100 in accordance with Article 17 (3) of the Enforcement Decree of the Official Information Disclosure Act: <Newly Inserted on May 19, 2016>
1. Where a nonprofit academic or public organization or a corporation has requested necessary information for academic research or administrative surveillance;
2. Where a professor, teacher, or student has requested necessary information upon confirmation from the head of an affiliated agency to be used as educational resources or for the purpose of research;
3. Where the Mayor of the Seoul Metropolitan Government deems it necessary to reduce or waive fees to maintain and enhance public welfare.
(3) A person who applies for a reduced fee under paragraph (2) shall append explanatory materials justifying the reduction. <Newly Inserted on May 19, 2016>

Article 7 Deleted. &#lt;Jul. 19, 2006&#gt;

Article 8 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by rule of the Seoul Government.

ADDENDA <Ordinance No. 8218, Dec. 30, 2021>
Article 1 (Enforcement Date)
This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Applicability)
Amendment on Appendix Table 2 shall apply from the first recipient of acceptance notice thereafter the enforcement of this Ordinance.
