SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON URBAN DESIGN
Partial Amendment No. 6089, Jan. 07, 2016 Whole Amendment No. 6156, Mar. 24, 2016

Article 1 (Purpose) The purpose of this Ordinance is to contribute to the efficient conservation and development of the Seoul Special Metropolitan City by prescribing matters necessary for the comprehensive and systematic improvement and management of the urban landscape of the City.

CHAPTER I GENERAL PROVISIONS Article 1 (Purpose) The purpose of this Ordinance is to contribute to efficiently conserving and developing the Seoul Metropolitan City by providing for matters necessary for improving and managing urban design of the Seoul Metropolitan City comprehensively and systematically.

Article 2 (Definitions) The terms used in this Ordinance shall be defined as follows: <Amended by Ordinance No. 4765, Apr. 22, 2009>
1. "Urban design" means planning and projects for urban design for the conservation and improvement of urban landscape of the Seoul Special Metropolitan City (hereinafter referred to as the "City"), such as urban buildings and spaces, the shapes, contours, colors, lighting of urban facilities, and the harmony of urban facilities with their surroundings;
2. "Landscaping project" means a project to rearrange and improve street environments according to the landscaping plan under the Landscape Act, a project related to regional forestation, a project to form and rearrange night views, a project to properly utilize regional history and cultural features, or any other project implemented in accordance with residents' proposals or a landscaping agreement;
3. "Design Seoul Guidelines" means the basic direction-setting, principles, and detailed standards for urban design of Seoul.

Article 2 (Definitions) The terms used in this Ordinance shall be defined as follows:
1. "Urban design" means designing the layout, shape, contour, color, etc. of infrastructure and other facilities (hereinafter referred to as "facilities") to conserve and improve urban spaces of the Seoul Metropolitan City (hereinafter referred to as "City");
2. "Basic urban design plan" means a plan formulated by the Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") to improve and manage urban design of the entire City;
3. "Urban design project" means a project for planning, research, analysis, advice, designing, manufacturing, installing, managing, etc. for realizing urban design;
4. "Urban design project operator" means a person who implements urban design projects upon approval of his/her business plan by the Mayor;
5. "Urban design guideline" means basic direction-setting, principles, and detailed criteria for urban design;
6. "Deliberation on urban design" means deliberation by the Urban Design Committee on whether policies and ordinances, etc. related to design and facilities are harmonized with the surroundings.

Article 3 (Urban Design Master Plans) (1) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall formulate and implement an urban design master plan for the Seoul Special Metropolitan City (hereinafter referred to as "urban design master plan") on a five-yearly basis in order to comprehensively and systematically improve and manage urban design. <Amended by Ordinance No. 4765, Apr. 22, 2009>
(2) Urban design master plans under paragraph (1) shall include the following matters: <Amended by Ordinance No. 4765, Apr. 22, 2009>
1. The basic objectives of urban design of and direction-setting for promotion of the objectives;
2. The establishment and management of urban design for each region, each area, and each street;
3. The improvement of systems for urban design and main policies thereon;
4. Other matters necessary for the enhancement and improvement of the level of urban design.
(3) When the Mayor intends to formulate or revise the urban design master plan, he/she shall bring the plan or revision to the Seoul Citizen Design Committee under Article 7 for deliberation. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5219, Sep. 29, 2011>
(4) When the Mayor formulates or revises the urban design master plan pursuant to paragraph (1) or (3), he/she shall make a public announcement thereof through the official bulletin of the Seoul Metropolitan City. <Amended by Ordinance No. 4765, Apr. 22, 2009>

Article 3 (Duties of Mayor) The Mayor shall formulate and implement a comprehensive plan to create safe and pleasant urban spaces, etc., reflecting opinions of citizens.

Article 4 (Establishment of Design Seoul Guidelines) (1) The Mayor shall establish the Design Seoul Guidelines for the comprehensive and systematic improvement and management of the urban landscape. <Newly Inserted by Ordinance No. 4765, Apr. 22, 2009>
(2) The Mayor, the head of each Gu, and the head of each public agency shall comply with the Design Seoul Guidelines and the results of deliberation by the Seoul Citizen Design Committee in implementing a project for public facilities, etc. <Amended by Ordinance No. 5219, Jan. 5, 2012>

Article 4 (Relationship with other Ordinance) Except as otherwise expressly provided for in other ordinances, this Ordinance shall apply to urban design for conserving and improving urban spaces, etc.

Article 5 (Certification of Outstanding Public Designs, etc.) (1) The Mayor may take necessary measures, such as the operation of a system for the certification of outstanding public designs, in order to facilitate the development and dissemination of public designs. <Newly Inserted by Ordinance No. 4765, Apr. 22, 2009>
(2) The Mayor and the head of each Gu may recommend designs certified as outstanding public designs under paragraph (1) when examining designs. <Newly Inserted by Ordinance No. 4765, Apr. 22, 2009>
(3) Procedures for the certification of outstanding public designs and the revocation of such certification under paragraphs (1) and (2) and other necessary matters shall be prescribed by rules. <Newly Inserted by Ordinance No. 4765, Apr. 22, 2009>

CHAPTER II FORMULATION, ETC. OF BASIC URBAN DESIGN PLAN Article 5 (Basic Principles for Urban Design) Urban design shall be planned and managed under any of the following principles:
1. Urban design shall allow citizens to enjoy safe, pleasant, and convenient lives;
2. Urban design shall encourage voluntary participation and cooperation by citizens to improve the quality of their lives;
3. Urban design projects shall harmonize and strike a balance with the surrounding environment, etc.;
4. Excellent urban spaces, etc. shall be conserved and improved and facilities newly installed in line with the basic urban design plan.

Article 6 (Cooperation with Related Agencies) (1) The Mayor may request related agencies to formulate measures necessary for the promotion of urban design in order to ensure smooth implementation of urban design and may provide budgetary and administrative assistance for such purpose. <Amended by Ordinance No. 4765, Apr. 22, 2009>
(2) The Mayor may cooperate with the related agencies under paragraph (1) in conducting activities for the production and distribution of materials necessary to enhance the level of urban design and education and advertisement thereon. <Amended by Ordinance No. 4765, Apr. 22, 2009>

Article 6 (Formulation of Basic Urban Design Plan) (1) Every five years, the Mayor shall formulate and implement basic urban design plans of the Seoul Metropolitan City (hereinafter referred to as "basic urban design plans") to improve and manage urban design in a comprehensive and systematic manner.
(2) Each basic urban design plan shall include the following:
1. Basic objectives and direction-setting for implementing urban design;
2. Comprehensively and systematically managing urban design by region, area, road and street;
3. Improving policies and major measures for urban design;
4. Status and prospects of urban design;
5. Conserving and managing excellent urban design;
6. Participation and cooperation by local residents;
7. Other matters necessary for increasing the level of and improving urban designs.
(3) The Mayor shall formulate basic urban design plans pursuant to the landscape plan and plans related to urban design formulated under the Seoul Metropolitan Government Ordinance on Landscape.
(4) Where the Mayor intends to formulate or revise basic urban design plans, he/she shall hear opinions of the Seoul Metropolitan Council and present the plans to the Seoul Urban Design Committee after holding a public hearing.
(5) Anyone who has an objection to the details of an urban design basic plan shall attend a public hearing and state his/her opinions directly or submit the summary of his/her opinions in writing or via the Internet to the Mayor within seven days after the public hearing begins.
(6) The Mayor shall notify a presenter or submitter, etc. of opinions on the results of addressing the opinions submitted to the public hearing or post such results on the website; and if necessary, the Mayor shall seek advice from the Seoul Urban Design Committee.
(7) The Mayor shall publicly announce an urban design basic plan, if formulated or revised, on the official bulletin or website of the Seoul Metropolitan Government.

Article 7 (Establishment of Committee) (1) There is hereby established a Seoul Citizen Design Committee (hereinafter referred to as the "Committee") under the jurisdiction of the Mayor to deliberate on the following matters concerning the promotion of urban design: <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5164, Sep. 29, 2011>
1. Matters concerning the establishment of the concept, vision and strategies of the Design Seoul;
2. Matters concerning direction-setting for important policies of the Design Seoul and the development of projects therefor;
3. Matters concerning the strategies for communication on the Design Seoul; 4. Matters concerning the enactment and amendment of Seoul Metropolitan Government Ordinance on Urban Design;
5. Matters concerning the formulation and implementation of an urban design master plan of Seoul Metropolitan City;
6. Matters concerning the Design Seoul Guidelines;
7. Other matters deemed necessary by the Mayor among matters necessary for the promotion of urban design.
(2) The head of each Gu may establish the Design Committee (hereinafter referred to as "Gu Committee") under his/her jurisdiction to deliberate on or consult about the following concerning the promotion of urban design: <Newly Inserted by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5001, Jul. 15, 2010; Ordinance No. 5164, Sep. 29, 2011>
1. Matters concerning the design of facilities, etc. included in a project implemented by an autonomous Gu, the total project cost of which does not exceed 500 million won;
2. Matters concerning the enactment and amendment of autonomous Gu Ordinance on urban design;
3. Matters concerning the formulation and implementation of an urban design master plan of each Gu.
(3) The head of each Gu may determine detailed matters related to the operation of the Gu Committee by autonomous Gu Ordinance. <Newly Inserted by Ordinance No. 4765, Apr. 22, 2009>

Article 7 (Formulation of Urban Design Guidelines) (1) The Mayor shall formulate urban design guidelines to improve and manage urban design comprehensively and systemically.
(2) Urban design guidelines shall reflect detailed action plans for basic urban design plans.
(3) The Mayor, the head of each Gu, and the heads of other public institution shall apply urban design guidelines mutatis mutandis in implementing projects for public facilities, etc.

Article 8 (Composition of Committee) (1) The Committee shall be comprised of no more than 20 members, including one chairperson and one vice chairperson. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5001, Jul. 15, 2010; Ordinance No. 5164, Sep. 29, 2011>
(2) The Mayor shall appoint or commission the chairperson and vice chairperson of the Committee. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5001, Jul. 15, 2010; Ordinance No. 5137, Jul. 28, 2011; Ordinance No. 5164, Sep. 29, 2011>
(3) Members of the Committee shall be appointed or commissioned by the Mayor from among related public officials, including the First Administrative Deputy Mayor, the Second Administrative Deputy Mayor, etc., and persons who have abundant knowledge and experience relating to architecture, urban planning, landscaping, plastic arts, colors, the environment, lighting, etc. <Newly Inserted by Ordinance No. 5001, Ordinance No. 5001, Jul. 15, 2010; Ordinance No. 5164, Sep. 29, 2011>
(4) The terms of office of commissioned Committee members shall be two years, but may be renewable for only one further term: Provided, That a Committee member commissioned to fill a vacancy occurring before the expiration of the term for which his/her predecessor was commissioned shall serve for the remainder of such term. <Amended by Ordinance No. 5001, Apr. 22, 2009>

CHAPTER III URBAN DESIGN PROJECTS, ETC. Article 8 (Urban Design Projects) (1) The Mayor may implement urban design projects in accordance with basic urban design plans.
(2) The heads of Gu, the heads of public institutions, or citizens may suggest urban design projects to the Mayor.
(3) Upon receipt of a suggestion on an urban design project referred to in paragraph (2), the Mayor shall notify the suggester as to whether he/she shall implement the project within 60 days after receipt of the suggestion: Provided, That this period may be extended by up to 30 days in extenuating circumstances.
(4) The Mayor may seek advice from the Seoul Urban Design Committee, if necessary, before notifying a submitter pursuant to paragraph (3).
(5) Anyone who intends to suggest an urban design project shall submit documents regarding each of the following to the Mayor:
1. Purpose of the project and basic direction-setting;
2. Direction-setting for design and installation plan of facilities, etc.;
3. Matters for financing the project and implementation by stage;
4. Basic design plan or outcomes of simulation;
5. Other documents substantiating validity of the project.
(6) Upon completion of an urban design project, an urban design project operator shall report completed matters to the Mayor.
(7) Where the Mayor accepts the suggestion pursuant to paragraph (2) and allows the urban design project operator to implement the project, he/she shall provide project funding within budgetary limits, following deliberation by the Seoul Urban Design Committee.

Article 8-2 (Abstention and Withdrawal of Committee Members) (1) The Committee shall have a Committee member in any of the following cases abstain from deliberation and advisory service on the case at issue:
1. If a Committee member has provided or is providing services or advisory service, or has carried out or is carrying out research, etc. in connection with the case brought to the Committee for deliberation or advice;
2. If a Committee member has direct interests in the case brought to the Committee for deliberation or advice.
(2) The Committee chairperson shall notify the relevant committee member of a matter under paragraph (1) before opening a meeting of the Committee and shall have the committee member abstain from deliberation on the case at issue if the relevant Committee member files an application for abstention.

Article 8-3 (Dismissal of Committee Members) If a Committee member falls under any of the following cases, the Mayor may dismiss him/her from office even before the expiration of his/her term of office, and the term of office for a Committee member newly commissioned to fill a vacancy shall be the remainder of his/her predecessor's term:
1. If a Committee member has difficulty performing his/her duties due to an illness that requires long-term medical treatment or an overseas travel for at least six months;
2. If a Committee member desires to be voluntarily dismissed from office;
3. If a Committee member is held incompetent to perform his/her duties due to his/her inappropriate demeanor or on any other ground.

Article 9 (Chairperson's Duties) (1) The chairperson of the Committee shall represent the Committee and shall preside over its affairs. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5164, Sep. 29, 2011>
(2) When the chairperson of the Committee is unable to perform his/her duties due to unavoidable reasons, the vice chairperson of the Committee shall perform the duties of the chairperson on his/her behalf, and when both the chairperson and the vice chairperson are unable to perform his/her duties, a member of the Committee appointed by the Chairperson in advance shall perform the duties of the Chairperson on his/her behalf. <Amended by Ordinance No. 5164, Sep. 29, 2011>
(3) The Committee shall have a secretary to carry out administrative affairs, and the manager of the Urban Design Department shall serve as the secretary. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5001, Jul. 15, 2010; Ordinance No. 5137, Jul. 28, 2011; Ordinance No. 5272, Mar. 15, 2012>

Article 9 (Certification of Excellent Public Design) (1) The Mayor may take necessary measures, such as operating excellent public design certification system, in order to promote developing and disseminating public design.
(2) The Mayor and the head of Gu may recommend excellent public design certified under paragraph (1) in deliberation on urban design.
(3) Matters necessary for certification of excellent public design and procedures for cancellation, etc. thereof referred to in paragraphs (1) and (2) shall be governed by rule.

Article 10 (Meetings) (1) Whenever the chairperson of the Committee deems it necessary, he/she shall convene a meeting and shall preside over the meeting. <Amended by Ordinance No. 4765, Apr. 22, 2009>
(2) The Committee shall pass a resolution at a meeting with attendance of a majority of all incumbent members and with the concurrence of a majority of those present. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5164, Sep. 29, 2011>

Article 10 (Cooperation from Relevant Institutions) (1) The Mayor may request related institutions to formulate measures necessary for implementing urban design to ensure smooth implementation of urban design; and may provide budgetary and administrative support accordingly.
(2) In cooperation with related institutions referred to in paragraph (1), the Mayor may produce and disseminate documents and conduct training and public relations, etc. for improving levels of urban design.

Article 11 (Working Committees) (1) The chairperson of the Committee shall establish three working committees under the Committee to efficiently conduct affairs of the Committee.
(2) Each working committee shall be comprised of no more than 100 members, including related public officials, outside experts, etc.
(3) The chairperson and the vice chairperson of each working committee shall be elected from among its members.
(4) Each working committee shall deliberate on the following:
1. The first working committee:
(a) Facilities (excluding public buildings) subject to deliberation referred to in attached Table 1;
(b) Matters concerning designs of street environment development projects and landscaping projects;
(c) Matters concerning the certification of outstanding public designs;
(d) Matters prescribed by other Ordinances to be deliberated upon by the Committee;
(e) Other matters deemed by the Mayor as requiring deliberation by the working committees to promote urban design;
(f) Seoul excellent public design products and Seoul Metropolitan City standard design products shall be excluded from matters subject to deliberation referred to in items (a) through (e).
2. The second working committee: Public buildings under subparagraph 3 of attached Table 1;
3. The third working committee: Matters subject to deliberation by the Light Pollution Prevention Committee under Seoul Metropolitan Government Ordinance on Light Pollution Prevention and Urban Lighting Management.
(5) Each working committee shall provide advice and suggestions about the following:
1. Matters prescribed by other Ordinances to consult with the Committee;
2. Matters concerning the formulation and implementation of a master plan for urban design of each autonomous Gu;
3. Other matters deemed necessary by the Mayor to promote urban design.
(6) Every meeting of each working committee shall be attended by at least seven members among the members of the Committee.
(7) Matters deliberated on and determined by each working committee shall be deemed deliberated on and determined by the Committee.
(8) Articles 9, 10, 12 through 14 shall apply mutatis mutandis to meetings and the operation of each working committee.

CHAPTER IV DELIBERATION ON URBAN DESIGN Article 11 (Timing for Deliberating on Urban Design) If necessary for deliberation by the Seoul Urban Design Committee pursuant to subparagraphs 4 and 5 of Article 13, an application for deliberation shall be filed before preliminary design is completed under Article 71 of the Enforcement Decree of the Construction Technology Promotion Act: Provided That, where construction documents are prepared including the details of a basic design plan, an application shall be filed before the construction documents are completed.

Article 12 (Keeping Minutes of Meetings, etc.) The Committee shall prepare and keep minutes of meetings or written deliberations and resolutions and may assign stenographers to prepare minutes of meetings. <Amended by Ordinance No. 4765, Apr. 22, 2009>

Article 12 (Deliberative Procedures for Urban Design) (1) Upon receipt of an application for deliberation, the Mayor shall submit the agenda item(s) for deliberation to the Seoul Urban Design Committee and notify the relevant applicant of the outcomes thereof.
(2) The Mayor shall convene a meeting of the Seoul Urban Design Committee within 30 days from receipt of the application; and shall not re-deliberate on any agenda item more than twice.
(3) Anyone who has an objection to any of the outcomes of deliberation by the Seoul Urban Design Committee notified under paragraph (1), may file an application for re-deliberation of the Seoul Urban Design Committee with the Mayor within one month from receipt of such outcomes.
(4) Upon receipt of an application for re-deliberation filed under paragraph (2), the Mayor shall submit the agenda item for re-deliberation to the Seoul Urban Design Committee within 15 days from receipt of the application; and shall notify the relevant applicant of the outcomes thereof.

Article 13 (Requests for Cooperation) If necessary for performing duties, the Committee may require a related public officer, an appropriate expert, or an interest party to attend a meeting to hear his/her opinion or request a related agency, organization, etc. to submit necessary data.

CHAPTER V URBAN DESIGN COMMITTEE Article 13 (Establishment of Committee) The Mayor shall establish the Seoul Urban Design Committee (hereinafter referred to as "Committee") to deliberate on the following:
1. Enacting and amending ordinances related to urban design;
2. Basic direction-setting for basic urban design plans and amending the same;
3. Formulating and amending urban design guidelines;
4. Matters subject to deliberation (except facilities for night landscapes) by the Seoul Urban Design Committee referred to in Article 25 (2) 2 of the Seoul Metropolitan Government Ordinance on Landscape;
5. Facilities under attached Tables (excluding projects implemented by autonomous Gus with total project funds not exceeding ten billion won);
6. Products certified with excellent public design and standard type design among matters subject to deliberation referred to in subparagraphs 4 and 5 shall be excluded;
7. Matters regarding certification of excellent public design;
8. Matters for supporting project funds referred to in Article 8 (7);
9. Other matters deemed necessary by the Mayor among matters to promote urban design.

Article 14 (Allowances) Committee members, experts, etc. who attend a meeting of the Committee may be reimbursed for actual expenses, including allowances and travel expenses, within budgetary limits: Provided, That the foregoing shall not apply to public officials who attend a meeting in direct connection with their duties. <Amended by Ordinance No. 4765, Apr. 22, 2009>

Article 14 (Composition of Committee) (1) The Committee shall be comprised of at least 15 but not exceeding 25 members, including one chairperson and one vice chairperson, considering gender equality.
(2) The chairperson shall be appointed or commissioned by the Mayor; and the vice chairperson shall be elected from among members.
(3) The members shall be ex officio and commissioned members and director-generals of related divisions; and heads of the divisions shall be ex officio members.
(4) Commissioned members shall be commissioned by the Mayor from among any of the following persons;
1. Three Seoul Metropolitan Council members recommended by the Chairperson of the Seoul Metropolitan Council;
2. Persons who have abundant knowledge and experience in the fields of construction, urban planning, landscape architecture, formative arts, color, environment, lighting, etc.

Article 15 (Detailed Rules for Operation) Except otherwise prescribed by this Ordinance, matters concerning the operation of the Committee and the working committees shall be determined by the Chairperson of the Committee following resolutions by the Committee. <Amended by Ordinance No. 4765, Apr. 22, 2009; Ordinance No. 5001, Jul. 15, 2010; Ordinance No. 5164, Sep. 29, 2011>

Article 15 (Term of Office for Members) The term of office for commissioned members shall be two years, and their term may be renewable for only one further term: Provided That, the term of office of a member filling a vacancy shall be the remainder of his/her predecessor's term of office.

Article 16 (Exclusion and Recusal of Members) (1) The Committee shall exclude any of the following members from relevant deliberation and advice:
1. If a member has rendered or is rendering service, advice or research regarding the subject matter of deliberation or advice;
2. If a member has a direct interest in the subject matter of deliberation or advice;
(2) The chairperson shall inform deliberative members of the matters referred to in paragraph (1) before convening a meeting of the Committee; and if an application for exclusion is filed, the relevant member shall be excluded from deliberating on relevant agenda items.

Article 17 (Dismissal of Members) The Mayor shall dismiss any of the following members from office even before the term of office of such members ends; and the term of office of a member filling a vacancy shall be the remainder of his/her predecessor's term of office:
1. If he/she becomes unable to perform his/her duties due to a disease that requires long-term treatment; overseas travel exceeding six months, etc.;
2. If he/she wishes to be dismissed;
3. If he/she is found incompetent on the ground of misdemeanor or any other cause.

Article 18 (Duties of Chairperson) (1) The chairperson shall represent the Committee and administer its affairs.
(2) If the chairperson is unable to perform his/her duties in extenuating circumstances, the vice-chairperson shall act on behalf of the chairperson; and if both the chairperson and vice-chairperson are unable to perform their duties in extenuating circumstances, members pre-appointed by the chairperson or members elected among members present at a meeting shall act on behalf thereof.
(3) In order to manage the affairs of the Committee, the Committee shall have a secretary, and the head of a relevant bureau or a person appointed by the head of a relevant bureau shall be the secretary.

Article 19 (Meeting) (1) If deemed necessary, the chairperson shall convene and preside over meetings of the Committee.
(2) Meetings of the Committee shall be comprised of at least seven but not exceeding 20 members designated for each meeting by the chairperson; and a majority of the members of the Committee shall constitute a quorum; and any resolution thereby shall require the concurring vote of a majority of those present.

Article 20 (Keeping of Minutes, etc.) The Committee shall prepare and keep meeting minutes of or written resolution by the Committee and may allow a stenographer to take stenographic notes of the minutes.

Article 21 (Requests for Cooperation) If deemed necessary to perform its duties, the Committee may require relevant public officials, experts, or stake holders, etc. to attend its meetings and present their opinions, or require relevant institutions or organizations, etc. to submit necessary documents.

Article 22 (Allowance) Allowances and travel expenses may be reimbursed to members and experts, etc. who participate in a Committee meeting, within budgetary limits: Provided That, this shall not apply where a public official participates therein in direct relation with his/her duty.

Article 23 (Operational Regulations) Except as otherwise expressly provided for in this Ordinance, matters necessary for the operation of the Committee shall be determined by the chairperson of the Committee upon resolution passed by the Committee.

ADDENDA <Ordinance No. 6156, Mar. 24, 2016>
Article 1 (Enforcement Date)
This Ordinance shall enter into force on the date of its promulgation.
Article 2 Omitted.
Article 3 (Applicability to Working Committee)
The term of office of members of the Third Working Committee of the Seoul Citizen Design Committee under Article 11 before this Ordinance is amended, shall be succeeded to the Good Light Committee under Article 10 of the Seoul Metropolitan Government Ordinance on the Prevention of Light Pollution and Management of Formation of Good Light.
