Article 1 (Purpose)
The purpose of this Ordinance is to effectively respond to the 4th industrial revolution and contribute to the activation of regional economy and the improvement of the citizens' life quality by supporting the promotion of future innovative technologies.

Article 2 (Definitions)
The terms used in this Ordinance shall be defined as follows:

Article 3 (Responsibility of Mayor)
The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall endeavor to implement policies necessary for supporting the promotion and innovation of science and technology and expand investments therein.

Article 4 (Establishment of Seoul Metropolitan Government Innovative Growth Committee, and Matters Subject to Deliberation thereby)
(1) The Mayor shall establish under his/her direct jurisdiction the Seoul Metropolitan Government Innovative Growth Committee (hereinafter referred to as the "Committee") to deliberate and advise on matters concerning major policies and plans for promoting future innovative technology.

Article 5 (Composition of Committee)
(1) The Committee shall be comprised of not more than 20 members, including two chairpersons and two vice-chairpersons.

Article 6 (Operation of Committee)
(1) A meeting of the Committee shall be convoked if deemed necessary by one or more chairpersons.(2) A majority of the members of the Committee shall constitute a quorum; and any decision thereof shall require the concurring vote of a majority of those present.

Article 7 (Subcommittees)
(1) The Committee shall have a subcommittee for future strategy and a subcommittee for industry-academia-research policy to efficiently implement the business affairs of the Committee.

Article 8 (Decommission of Member)
In any of the following cases, the Mayor may decommission a member of the member, even if his/her term of office has not expired:

Article 9 (Public Demonstration Projects for Future Innovative Technology)
(1) The Mayer may implement public demonstration projects for future innovative technology (hereinafter referred to as a "demonstration project") to support and foster technology-based enterprises.

Article 10 (Projects Eligible to Be Selected as Public Demonstration Project, and Other Relevant Matters)
(1) Standards for selecting demonstration projects under Article 9 (1) shall be as follows:

Article 11 (Management and Utilization of Outcomes)
(1) If necessary for utilizing the outcomes achieved while implementing demonstration projects, the Mayor may disclose and share the outcomes of such projects, via a deliberation of the Committee.

Article 12 (Innovative Technology Contest)
(1) The Mayor may hold an innovative technology contest (hereinafter referred to as the "contest") to discover the ideas for science and technology innovation and promote both collaboration and convergence of technologies.

Article 13 (Support of Excellent Ideas)
The Mayor may provide necessary support, such as expenses for subsequent research and development, and market development, to a person who has proposed excellent ideas discovered in contests under Article 12.

Article 14 (Exemption from Responsibility for Proactive Public Administration)
The Mayor shall not pursue responsibility of any person, such as disciplinary action for the result of active handling of the affairs concerning demonstration projects or contests pursuant to Article 23-2 of the Act on Public Sector Audits, unless he/she handles such affairs by deliberation or gross negligence.

Article 15 (Entrustment, etc. of Business Affairs)
(1) If necessary for efficiently implementing demonstration projects, contests, etc., the Mayor may entrust them to specialized institutions, etc. pursuant to the Seoul Metropolitan Government Ordinance on Entrustment of the Administrative Work to the Private Sector.
