CHAPTER I GENERAL PROVISIONS
Article 1 (Purpose)
The purpose of this Ordinance shall be to establish a sustainable food system in Seoul Metropolitan City and guarantee food for citizens thereof by prescribing basic matters so that healthy and safe food can be secured for citizens thereof.

Article 2 (Basic Principles)
(1) The Seoul Metropolitan City (hereinafter referred to as the "City") and citizens thereof (hereinafter referred to as "Citizens") shall recognize the fact that food is connected to a wide range of areas, such as society, economy, health, environment, culture, etc. and develop an integrated and comprehensive food system encompassing production, processing, distribution, consumption, disposal, etc. of food.

Article 3 (Definitions)

Article 4 (Duties of the Mayor)
(1) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall enforce a food policy that considers the health, society, environment, etc. of Citizens in an integrated manner.

Article 5 (Rights, Roles, etc. of Citizens)
(1) Citizens shall have the right to properly intake food necessary to keep themselves in good health.

Article 6 (Relation with Other Ordinances)
The enforcement and promotion of food policy shall be governed by this Ordinance, unless stipulated otherwise by other ordinances.

CHAPTER II FORMULATION OF A FOOD POLICY MASTER PLAN
Article 7 (Formulation of a Master Plan)
(1) The Mayor shall formulate and implement a master plan for food policy (hereinafter referred to as the "Master Plan") every 5 years.

Article 8 (Formulation of an Annual Implementation Plan)
The Mayor shall formulate and enforce an implementation plan for food policy every year to promote the Master Plan.

Article 9 (Seoul Food Chart)
The Mayor shall enact and declare the Food Chart to realize Citizens' right to food and make Seoul a sustainable food city.

Article 10 (Civilian Experts)
Where it is determined that it is necessary to commission civilian experts, the Mayor may commission civilian experts under the Seoul Metropolitan Government Ordinance on the Participation and Support for Civilian Experts in Municipal Affairs.

CHAPTER III SUSTAINABLE FOOD POLICY
Article 11 (Certification of Good Food Stores)
(1) The Mayor may certify, as a good food store, the following stores, food vending machines, etc. to create a healthy food environment in the City:

Article 12 (Establishment of Standards, etc.)
(1) The Mayor shall establish the food security standards of the City so that Citizens can easily understand and participate in the policy for food security.

Article 13 (Establishment and Evaluation of Indexes)
(1) The Mayor shall prepare and publicly announce the indexes for food policy after consulting with the Committee.

Article 14 (Statistics and Information)
(1) The Mayor shall collect and manage statistics and information regarding food security, health, nutrition, etc. so that they could be used for the policy, project, etc. for food.

Article 15 (Survey)
(1) The Mayor may conduct following surveys to develop a sustainable food system:

Article 16 (Participation of Citizens)
The Mayor may provide support and take measures so that Citizens can participate in the establishment, enforcement, etc. of food policy.

Article 17 (Food Support)
(1) Food support is for Citizens or persons in need thereof among Citizens.

Article 18 (Cooperation, Support, etc. for Related Agencies and Organizations)
(1) The Mayor shall actively cooperate with central administrative agencies and their affiliate agencies, local governments, relevant agencies, other organizations, etc. for the implementation of the Master Plan for food policy.

Article 19 (Food Crisis Management)
The Mayor shall do the following: prevent food crises caused by various disasters; establish crisis management countermeasures to be able to minimize damage caused to Citizens by promptly responding to the crisis, if any; and take necessary measures.

Article 20 (Education and Promotion)
(1) The Mayor shall carry out food education to reinforce Citizens' capability to improve their health and select food and develop and supply programs and data necessary for the education.

CHAPTER IV SEOUL METROPOLITAN GOVERNMENT CITIZENS' FOOD COMMITTEE
Article 21 (Establishment of the Committee)
The Mayor may establish and operate the Committee to continue promoting, expanding, and developing the food policy.

Article 22 (Functions of the Committee)
The Committee shall deliberate and consult about the following:

Article 23 (Organization)
(1) The Committee shall comprise not more than 105 members including 2 chairpersons (excluding ex-officio members) and members of a specific gender shall not exceed 6/10 of the number of commissioned members. <Amended on Jan. 9, 2020>

Article 24 (Chairperson, etc.)
(1) The Mayor and 1 person elected among commissioned members by mutual vote shall become joint chairpersons.

Article 25 (Advisor)
A chairperson may commission an advisor with the consent of the Committee to obtain advice necessary to operate the Committee.

Article 26 (Meetings of the Committee, etc.)
(1) A chairperson shall convene Committee meetings and be in the chair.

Article 27 (Planning and Coordination Committee)
(1) The Committee shall install the Planning and Coordination Committee for efficient operation.

Article 28 (Subcommittees)
(1) The Committee may have the following subcommittees deliberate and consult about the following matters to efficiently promote its tasks. Also, the Committee may coordinate its tasks after consulting the planning and coordination committee, if required. <Amended on Jan. 9, 2020>

Article 29 (Holding of Public Hearings, etc.)
Where it is recognized as necessary for performance of tasks, the Committee may request specialized agencies, organizations, etc. to investigate and research or hold public hearings, seminars, etc. to collect opinions of relevant experts and Citizens.

Article 30 (Request for Related Organizations, etc. to Cooperate)
Where it is necessary in relation to performing of tasks, the Committee and subcommittees may have related public officials, experts, or members of other committees in relation to the agenda appear and state their opinions or submit materials and data.

Article 31 (Support for Activities)
(1) The Mayor may provide the required expenses, such as subsidies, within a budgetary limit for organizations and individuals performing projects that the Committee implements.

Article 32 (Grounds for Exclusion, Recusal, Abdication, and Dismissal of Members)
(1) A member who has interests in agenda related to deliberation, advice, etc. shall be regarded as not qualified to deliberate or advise about the relevant agenda.

Article 33 (Allowance)
The Mayor may provide, within a budgetary limit, allowances, travel expenses, etc. for members who attend meetings or participate in Committee activities as stipulated by Articles 26, Articles 27, and Articles 28 or people who attend meetings under Article 30; Provided, That the same shall not apply where public officials attend in relation to their duties.

Article 34 (Detailed Regulations)
Matters necessary for the operation of the Committee in addition to what is prescribed by this Ordinance shall be determined by a chairperson with resolution of the Committee.
