SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT FOR THE VITALIZATION OF RESIDENTIAL AUTONOMY

Article 1 (Purpose)
The purpose of this Ordinance is to prescribe the matters concerning support for the vitalization of residents’ autonomous councils established for each Dong in Seoul Metropolitan City, as well as support for the operation of residents’ autonomous halls, thereby contributing to the enhancement of grassroots autonomy and democratic participation, and to the development of local communities.

Article 2 (Definition)
(1) In this Ordinance, “resident autonomy” refers to systems by which residents participate in local communities’ decision-making processes by proposing, publicly deliberating, implementing, etc. local agendas.

Article 3 (Responsibilities of the Mayor)
(1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall make efforts to vitalize residents’ autonomous councils and autonomous halls, and shall formulate and implement the related policies.

Article 4 (Scope of Support)
(1) To achieve the purpose provided in Article 1 herein, the Mayor may provide support as follows in connection with the support of residents’ autonomous councils: <Amended on Jan. 3, 2025>

Article 5 (Entrustment of Affairs)
(1) The Mayor may entrust the matters prescribed in Article 4 (1) 2 to 4 to non-profit corporations or organizations to ensure the efficient execution of support projects for residents’ autonomous councils.

|
Article 6 (Subsidization and Account Settlement Reports)
(1) The Mayor may subsidize the projects of autonomous Gu as provided under Article 4 within the available budget.

|
Article 7 (Guidance and Oversight)
(1) The Mayor may provide administrative guidance and oversight on whether the subsidies paid under Article 6 are being properly used for the intended purpose.
