SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT FOR THE VITALIZATION OF RESIDENTIAL AUTONOMY

Article 1 (Purpose) The purpose of this Ordinance is to prescribe the matters concerning support for the vitalization of residents’ autonomous councils established for each Dong in Seoul Metropolitan City, as well as support for the operation of residents’ autonomous halls, thereby contributing to the enhancement of grassroots autonomy and democratic participation, and to the development of local communities.

Article 2 (Definition) (1) In this Ordinance, “resident autonomy” refers to systems by which residents participate in local communities’ decision-making processes by proposing, publicly deliberating, implementing, etc. local agendas.
(2) "Residents’ autonomous council" refers to an organization established at the Dong level for the purpose provided in Article 1 above.
(3) "Residents’ autonomous hall" refers to cultural, welfare and convenience facilities and programs established at the Dong level for residents’ use for the purpose provided in Article 1 above.

Article 3 (Responsibilities of the Mayor) (1) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall make efforts to vitalize residents’ autonomous councils and autonomous halls, and shall formulate and implement the related policies.
(2) The Mayor shall hear the opinions of the autonomous Gu and various stakeholders, and shall guarantee the autonomy and diversity of residents’ autonomous councils.
(3) The Mayor may provide administrative and financial support to achieve the purpose provided in Article 1 above.

Article 4 (Scope of Support) (1) To achieve the purpose provided in Article 1 herein, the Mayor may provide support as follows in connection with the support of residents’ autonomous councils: <Amended on Jan. 3, 2025>
1. Improvements to the facilities and environments of residents’ autonomous councils;
2. Autonomy training and capacity building for residents;
3. Development and distribution of programs to vitalize residents’ autonomous councils;
4. Encouragement of participation in residents’ autonomous councils by diverse members of society including young persons, persons with disabilities, and alien residents;
5. Other matters deemed necessary by the Mayor to vitalize residents’ autonomous councils.
(2) To achieve the purpose in Article 1, the Mayor may provide the following support in connection with efforts to vitalize the operations of residents’ autonomous halls
1. Improvements to the facilities and environments of residents’ autonomous halls;
2. Comprehensive assessment of residents’ autonomous halls and dissemination of best practices;
3. Vitalization of city-rural exchanges by residents’ autonomous halls;
4. Other matters deemed necessary by the Mayor to vitalize the operations of residents’ autonomous halls.

Article 5 (Entrustment of Affairs) (1) The Mayor may entrust the matters prescribed in Article 4 (1) 2 to 4 to non-profit corporations or organizations to ensure the efficient execution of support projects for residents’ autonomous councils.
(2) Matters not prescribed in this Ordinance in relation to entrustment as provided under paragraph (1) shall conform with the Seoul Metropolitan Government Ordinance on the Entrustment of Administrative Affairs to the Private Sector.

Article 6 (Subsidization and Account Settlement Reports) (1) The Mayor may subsidize the projects of autonomous Gu as provided under Article 4 within the available budget.
(2) Matters concerning the application for subsidies, their payment, and the settlement of subsidized expenditures shall be governed by the Seoul Metropolitan Government Ordinance on the Administration of Local Subsidies.

Article 7 (Guidance and Oversight) (1) The Mayor may provide administrative guidance and oversight on whether the subsidies paid under Article 6 are being properly used for the intended purpose.
(2) The Mayor may assess the performance of supported project activities and consider the results in the following year’s subsidy allocation.

This Ordinance shall enter into force on the date of its promulgation.
