SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE PROMOTION OF WOMEN’S ECONOMIC ACTIVITIES AND THE PREVENTION OF CAREER INTERRUPTIONS

Article 1 (Purpose) The purpose of this Ordinance is to contribute to women's economic independence and self-realization by promoting reemployment of career-interrupted women, etc. under the Act on Promotion of Economic Activities of Career-Interrupted Women and the Enforcement Decree of the same Act.

Article 1 (Purpose) The purpose of this Ordinance is to promote women’s engagement in economic activities and prevent the interruption of women’s careers under the Act on the Promotion of Women’s Economic Activities and the Prevention of Career Interruption, and the Enforcement Decree of that Act, thereby contributing to the financial independence of women and the sustainable growth of the local economy. <Amended on Oct. 17, 2022>

Article 2 (Definitions) The terms used in this Ordinance shall be defined as follows: <Amended by Ordinance No. 6386, Jan. 5, 2017>
1. The term "career-interrupted woman, etc." means a woman seeking employment, among women who have stopped economic activities due to pregnancy, child birth, child-care, looking after a family member, etc. or who have never engaged in economic activities;
2. The term "promotion of economic activity" means various activities conducted to support participation in economic activities and to prevent career-interruption;
3. The term "housewife internship programs" means work experience activities designed to help career-interrupted women adapt to work and cultivate self-confidence;
4. The term "employer" means a business proprietor, a person in charge of business administration, or a person who performs duties regarding matters relating to workers for his/her business proprietor.

Article 2 (Definition) The definitions of the terms used in this Ordinance shall be as follows:<Amended on Jan. 5, 2017; Mar. 28, 2019; Jan. 7, 2021; Sep. 30, 2021; Oct. 17, 2022>
1. "Career-interrupted woman" refers to a woman who is seeking a job after ceasing her economic activities for such reasons as marriage, pregnancy, childbirth, childcare, care of family members, or working conditions, or a woman who is seeking a job without any prior experience of engagement in economic activities.
2. "Promotion of economic activities" refers to various activities conducted to support women’s participation in economic activities and to prevent career interruption.
3. "Prevention of career interruption" refers to various activities conducted to prevent women from discontinuing their economic activities for such reasons as marriage, pregnancy, childbirth, childcare, care of family members, or working conditions.
4. "Project to support work experience" refers to projects such as internship support programs for enterprises, etc., to help women who experience career interruption to adapt to work.
5. "Employer" refers to a business owner, business manager, or other person who performs worker-related duties on behalf of the business owner.

Article 3 (Duties of Mayor) The Seoul Metropolitan Government Mayor (hereinafter referred to as the "Mayor") shall formulate a comprehensive policy to promote economic activities of career-interrupted women, etc. in consideration of women's life cycles, maternity, disability characteristics, etc., and shall prepare measures for administrative and financial support, etc. necessary to advance such policy.

Article 3 (Responsibilities of the Mayor) The Seoul Metropolitan City Mayor (hereinafter referred to as the “Mayor”) shall formulate comprehensive policies for the promotion of women’s economic activities and the prevention of career interruption, taking into consideration women’s life cycle, maternity, the characteristics specific to women with disabilities and other relevant factors, and prepare administrative and financial support plans, etc. necessary for such promotion. <Amended on Oct. 17, 2022>

Article 4 (Implementation Plan by Year) The Mayor shall establish an annaul implementation plan each year in accordance with the master plan under Article 5 of the Act on Promotion of Economic Activities of Career-Interrupted Women and advance such plan. <Amended by Ordinance No. 6386, Jan. 5, 2017>

Article 4 (Annual Implementation Plans) (1) The Mayor shall formulate and implement annual implementation plans in accordance with the master plan under Article 5 of the Act on the Promotion of Women’s Economic Activities and the Prevention of Career Interruption. <Amended Jan. 5, 2017; Sep. 30, 2021; Oct. 17, 2022>
(2) Implementation plans shall include the following: <Added on Sep. 30, 2021; Oct. 17, 2022; Jul. 15, 2024>
1. The policy’s basic goal and directions for its implementation;
2. Current status of and prospects for women's participation in economic activities, and career interruption;
3. Major policy measures for the promotion of women’s economic activities and the prevention of career interruption;
3-2. Measures to increase support and raise financial resources for projects to promote women's economic activities and prevent career interruption;
4. Education and publicity necessary for promoting women's economic activities and preventing career interruptions;
5. Other matters necessary for promoting women’s economic activities and preventing career interruption.
(3) The Mayor shall assess the implementation of the year’s implementation plan, and reflect the results in the next year’s implementation plan. <Added on Sep. 30, 2021>

Article 5 (Surveys) The Mayor may conduct surveys on economic activities of career-interrupted women, etc. on a two-yearly basis to formulate an efficient policy for promoting economic activities of career-interrupted women, etc.

Article 5 (Fact-Finding Surveys) In order to formulate efficient policies for the promotion of women’s economic activities and the prevention of career interruption, the Mayor may conduct regular biennial fact-finding surveys on women's economic activities. <Amended on Oct. 17, 2022>

Article 5-2 (Preparation and Management of Statistics) The Mayor may prepare and manage statistics on career-interrupted women, etc. in order to formulate and execute an annual implementation plan effectively and use the statistics for promoting economic activities of career-interrupted women, etc.

Article 5-2 (Preparation and Management of Statistics) In order to formulate and implement annual implementation plans effectively and use them in the promotion of women’s economic activities and the prevention of career interruption, the Mayor may prepare and manage statistics on women’s economic activities. <Amended on Oct. 17, 2022>

Article 6 (Projects to Promote Economic Activities) The Mayor may perform any of the following projects to facilitate economic activities of career-interrupted women, etc.:
1. Education on establishment of business tailored to women;
2. Conducting vocational education and training;
3. Consulting for career-interrupted women, etc.;
4. Support for social integration of multicultural families;
5. Operating housewife internship programs;
6. Creating a system and an environment for a balance between job and life;
7. Other projects for career-interrupted women, etc. deemed necessary by the Mayor.

Article 6 (Economic Activity Promotion Projects) (1) The Mayor may implement the following projects to promote the economic activities of women and prevent career interruption:<Amended on Dec. 31, 2019; Jan. 7, 2021; Oct. 17, 2022; Oct. 4, 2023>
1. Startup training tailored to women;
2. Job education and training;
3. Consulting for career-interrupted women;
4. Support for the social integration of multicultural families;
5. Projects to support work experience;
6. Establishment of systems and environments for a healthy work-life balance;
7. Job-seeking activity subsidies and employment promotion subsidies for the promotion of job-seeking and employment;
8. Improvement of digital work capabilities;
9. Other projects deemed necessary by the Mayor to promote the economic activities of women and prevent career interruption.
(2) The Mayor may, within the available budget, subsidize all or a part of the costs necessary to implement the types of projects provided under paragraph (1). <Added on 2022.10.17>
(3) The Mayor shall make a separate, detailed determination of matters such as the eligibility, substance, methods, and procedures for supporting the projects provided under paragraph (1). <Added on Oct. 17, 2022>

Article 6-2 (Entrustment of Affairs) (1) The Mayor may entrust all or a part of the projects prescribed in Article 6 (1) to a corporation, organization, or a City-invested or contributed institution.
(2) The entrustment of affairs under paragraph (1) shall be governed by the Seoul Metropolitan Government Ordinance on the Entrustment of Administrative Affairs to the Private Sector.

Article 7 (Establishment and Operation of Business Incubators for Women) The Mayor may establish and manage business incubators for women which take into consideration the characteristics of career-interrupted women, etc. and disseminate success cases in establishment of business.

Article 7 (Establishment and Operation of Women’s Startup Incubation Centers) The Mayor may establish and operate women’s startup incubation centers that consider the characteristics of women who have interrupted their career and distribute models for startup success.

Article 8 (Vocational Education and Training for Women) (1) The Mayor may conduct vocational education and training suited to the characteristics of a local area to promote economic activities of career-interrupted women, etc.
(2) The Mayor shall analyze and manage vocational education and training to systematically manage performance of vocational education and training referred to in paragraph (1).
(3) The Mayor may subsidize budget commensurately with performance and achievements of vocational education and training.

Article 8 (Conduct of Vocational Education and Training for Women) (1) In order to promote the economic activities of women and prevent career interruption, the Mayor may conduct vocational education and training appropriate to the characteristics of the region. <Amended on Oct. 17, 2022>
(2) The Mayor shall analyze and manage the state of vocational education and training for the organized management of vocational education and training performance under paragraph (1).
(3) The Mayor may differentiate budgetary support depending on the performance of the vocational education and training.

Article 9 (Cooperation for Formulation of Plans) (1) If necessary for formulating and promoting a comprehensive or implementation plan, the Mayor may request cooperation, such as provision of necessary materials, from the heads of public institutions and relevant organizations.
(2) A person who has received a request for cooperation under paragraph (1) shall provide proactive cooperation, except in extenuating circumstances. <Amended by Ordinance No. 6386, Jan. 5, 2017>

Article 9 (Cooperation in Formulation of Plans) (1) The Mayor may request public institutions and the heads of relevant organizations to cooperate, such as submitting necessary data, when necessary for the formulation and implementation of comprehensive policies or implementation plans.
(2) An entity, upon receipt of a request for cooperation pursuant to paragraph (1), shall fully support such request, unless there is a compelling reason not to do so. <Amended on Jan. 5, 2017>

Article 10 ((Enforcement Rules) Matters necessary for the enforcement of this Ordinance shall be prescribed by the Rules.

Article 1 (Enforcement Date) This Ordinance shall enter into force on Jun. 27, 2024.
Article 2 (Applicability to Formulation of Annual Implementation Plans for Promotion of Economic Activities and Prevention of Career Interruption of Women) The amended provisions of Article 4 (2) shall begin to apply to implementation plans formulated after this Ordinance enters into force.
