SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON SUPPORT TO OUT OF SCHOOL YOUTH
Article 1 (Purpose)
The purpose of this Ordinance is to provide support to out-of-school youth so that they may grow up to be healthy members of the community through education, such as alternative education to out-of-school youth, support for self-sufficiency, etc.
Article 2 (Definitions of Terms)
The definitions of terms used in this Ordinance shall be as follows:
Article 3 (Responsibilities and Duties of Mayor)
The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall protect out-of-school youth from harmful environments and implement a support policy meeting their desire so that they may recover their self-esteem and realize their future dream even in spaces outside of schools
Article 4 (Formulation of Comprehensive Support Plan for Out-Of-School Youth)
(1) The Mayor shall formulate and implement a comprehensive support plan for out-of-school youth (hereinafter referred to as "support plan") every year to provide systematic and continued support to out-of-school youth.
Article 5 (Establishment of Out-of-School Youth Support Committee)
(1) The Mayor shall establish the Out-of-School Youth Support Committee of the Seoul Metropolitan Government (hereinafter referred to as the "Committee") to deliberate and provide advice on policies to support out-of-school youth.

Article 7 (Support to Alternative Education Institutions)
Where any alternative education institution implements a project to support out-of-school youth, the Mayor may subsidize all or some of expenses incurred within the budgetary limits.
Article 8 (Lending of Public Property without Compensation, etc.)
(1) Where necessary for the establishment and operation of an alternative education institution, the Mayor may lend public property without compensation, preferentially rent public property or reduce user fees pursuant to the Seoul Metropolitan Government Ordinance on Public Property and Commodity Management: Provided, That lending without compensation and reductions in user fees shall be limited to cases where the Seoul Metropolitan Government directly operates an alternative education institution or entrusts the operation thereof to any other person.
Article 9 (Right to Use Public Facilities)
Where any learner of an alternative education institution intends to use public facilities managed by the Seoul Metropolitan Government, the Mayor shall guarantee such learner the rights and conveniences same as those of students under the Elementary and Secondary Education Act.
Article 10 (Establishment of Cooperation System in Community)
The Mayor shall closely cooperate with related agencies, such as the Seoul Metropolitan Office of Education and the Seoul Metropolitan Police Agency, and youth support institutions, related social organizations, etc. to support education and self-sufficiency of out-of-school youth.
Article 11 (Establishment, etc. of Out-of-School Youth Support Center)
(1) The Mayor may establish an out-of-school youth support center of the Seoul Metropolitan Government (hereinafter referred to as the "Support Center") to efficiently implement projects to support out-of-school youth.
Article 12 (Entrustment of Support Center)
The Mayor may entrust the operation of the Support Center to a non-profit corporation, non-governmental organization, etc. which implements projects related to youth to efficiently operate the Support Center. In this case, the Seoul Metropolitan Government Ordinance on Entrustment of Administrative Affairs to the Private Sector shall apply mutatis mutandis to necessary matters, such as methods of entrustment or support.
Article 13 (Guidance and Inspection of Support Center)
(1) Where the Mayor deems it necessary for the supervision, he/she may require the head of the Support Center to make a necessary report on the operation and property thereof and submit data, and require relevant public officials to inspect related documents, facilities, etc.
Article 14 (Enforcement Rules)
Necessary matters concerning the enforcement of this Ordinance shall be prescribed by rule.
