SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON ROAD NAME ADDRESSES

Article 1 (Purpose) The purpose of this Ordinance is to provide for matters delegated by the Road Name Address Act and the Enforcement Decree of the same Act as well as matters needed for the enforcement thereof. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 2 (Scope of Application) Except for those provided in the Road Name Address Act (hereinafter referred to as the “Act”), the Enforcement Decree of the same Act (hereinafter referred to as the “Enforcement Decree”), and the Enforcement Rule of the same Act, the provisions of this Ordinance shall apply to road name addresses, etc. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 3 (Obligations to Use Road Name Addresses) For the name of any road (route name) managed by the Mayor of the Seoul Metropolitan Government (hereinafter referred to as the “Mayor”), the corresponding road name assigned under the Act shall be used: Provided, That in cases where the road section of a certain road name assigned under the Act fails to include the road section of a certain road constructed pursuant to individual statutes, a different name (route name) may be used. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 4 (Publicity of Road Name Addresses) In order to publicize road name addresses pursuant to Article 17 of the Act, the Mayor or the head of a Gu may produce and distribute to residents, etc. a road name address guidance map, etc. referred to in Article 9 of the Act in the form of promotional materials such as handkerchief, guide map, etc. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 5 (Education about Road Name Addresses) (1) The Mayor shall endeavor to have education about road name addresses be included in the training of civil defense and reserve forces and the meetings, events, training, etc. conducted by various kinds of organizations.
(2) The Mayor shall, in consultation with the superintendent of the Seoul Metropolitan Office of Education, endeavor to have all levels of schools up to high schools conduct education about road name addresses, and in such cases, the Mayor may provide necessary support for the conduct of education including visiting teachers, etc.

Article 6 (Promotion of Policies for Familiarization with Road Name Addresses) (1) In order to promote the familiarization with road name address, the Mayor shall carry forward diverse policies necessary to implement the matters specified in Article 22 of the Act and in the following:
1. Installation of road name address guidance maps, road name address signposts, etc. at public-use facilities such as various kinds of bus stops and railway stations (including urban railway stations; hereinafter the same shall apply), passenger terminals, docks, airports, etc.; <Amended by Ordinance No. 4987, Jul. 15, 2010>
2. Application of road name addresses to a location indication system used at various kinds of bus stops, railway stations, etc.;
3. Support for a project for promoting the familiarization with road name addresses conducted by institutions affiliated with the Seoul Metropolitan Government, civil organizations, etc.;
4. Production and distribution of road name address guidance maps covering the Seoul Metropolitan Government (hereinafter referred to the “Seoul Government”) only;
5. Other projects recognized as necessary by the Mayor for the promotion of the familiarization with road name addresses.

Article 7 (Establishment and Composition of Road Name Address Committee) (1) In accordance with Article 22-2 (1) of the Act, the Road Name Address Committee of the Seoul Metropolitan Government (hereinafter referred to as the “committee”) shall be established which shall be comprised of not less than 10 but not more than 20 members, including one chairperson and one vice chairperson. <Amended by Ordinance No. 4987, Jul. 15, 2010>
(2) The Vice-Mayor 1 for Administrative Affairs shall serve as a chairperson, and a vice chairperson shall be determined by the chairperson from among committee members.
(3) The members of the committee shall be appointed or commissioned by the Mayor from among those falling under the following, and members who are not public officials shall account for 1/2 or more of the committee members excluding a chairperson: <Amended by Ordinance No. 4987, Jul. 15, 2010>
1. Public officials related to the road name address project;
2. Persons with rich experiences in the road name address project and in the field of road traffic;
3. Persons with much knowledge about the characteristics, history, geographical conditions, etc. of the Seoul Government;
4. Others who are recognized as necessary by the Mayor.
(4) In order to conduct its duties efficiently, the committee may have a subcommittee for examining in advance matters to be deliberated by the committee. <Newly Inserted by Ordinance No. 4987, Jul. 15, 2010>
(5) The head of an office or bureau in charge of the affairs related to road name addresses shall serve as a chairperson of the subcommittee, and the subcommittee shall consist of not less than five but not more than nine members who shall be commissioned from among the committee members through the deliberation by the committee, ensuring that subcommittee members who are not public officials account for 1/2 or more of the subcommittee. <Newly Inserted by Ordinance No. 4987, Jul. 15, 2010>
(6) With respect to the operation, etc. of the subcommittee, Articles 7 through 11 shall apply mutatis mutandis. <Newly Inserted by Ordinance No. 4987, Jul. 15, 2010>

Article 8 (Term of Office and Dismissal of Members) (1) The term of office of a member who is a public official shall be his/her tenure of service in the relevant position.
(2) Each committee member who is not a pubic official shall hold office for a term of two years and may be appointed consecutively for further terms.
(3) Where a member falls under any of the following, the Mayor may dismiss him/her during his/her term of office:
1. When it is difficult for a member to conduct his/her duties due to reasons such as death, sickness and others;
2. When it is recognized as inappropriate for a member to continue to hold the position due to reasons such as injury to dignity, long-time absence and others;
3. When a member himself/herself wishes to resign.
(4) In the event of a vacancy on the committee of a member commissioned under Article 9 (3), the term of office of a newly commissioned member shall commence from the date of commission.

Article 9 (Functions of Committee) The committee shall deliberate on the following: <Amended by Ordinance No. 4987, Jul. 15, 2010>
1. Matters related to an execution plan and a yearly project plan of the Seoul Government;
2. Matters related to the assignment and change of the road name of a road extending over two or more autonomous Gus;
3. Matters related to the operation and management of an integrated road name address center of the Seoul Government;
4. Matters related to the selection of advertising business operators who use road name address guidance signs and road name address guidance maps;
5. Other matters related to road name addresses brought by the Mayors/Do Governors for deliberation.

Article 10 (Operation of Committee) (1) A meeting of the committee shall be convened by a chairperson when it is recognized as necessary by the chairperson.
(2) When a chairperson intends to convene a meeting pursuant to paragraph (1), he/she shall notify each member of the date, venue, agendas, etc. of a meeting in writing seven days prior to the opening of the meeting: Provided, That a notification may be made by a day prior to the opening of a meeting in case of emergency.
(3) A majority of the committee members shall constitute a quorum, and any decision thereof shall require the concurring vote of a majority of those present.

Article 11 (Duties of Chairperson)  (1) A chairperson shall represent the committee and exercise overall control of its affairs.
(2) Where a chairperson is unable to perform his/her duties due to any unavoidable cause, a vice chairperson shall act for the chairperson, and where both the chairperson and the vice chairperson are unable to conduct their duties, a member appointed through the election among and by members shall act for them. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 12 (Executive Secretaries, etc.)  (1) The committee shall have an executive secretary and a clerk, and the head of a department in charge of road name addresses shall serve as executive secretary and a responsible official of Grade IV shall act as clerk. <Amended by Ordinance No. 4987, Jul. 15, 2010>
(2) The executive secretary shall conduct the duties specified in the following, and a clerk shall assist the executive secretary: <Amended by Ordinance No. 4987, Jul. 15, 2010>
1. Performance of affairs related to the duties of the committee;
2. Preparation and retention of the minutes of committee meetings, report on the results of its deliberation, etc.

This Ordinance shall enter into force on the date of its promulgation.

Article 1 (Enforcement Date)
This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Transitional Measures)
The New Address Committee established pursuant to the former provisions at the time this Ordinance enters into force shall be deemed to be the Road Name Address Committee established under this Ordinance.
