SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON ROAD NAME ADDRESSES

Article 1 (Purpose) The purpose of this Ordinance is to provide for matters delegated by the Road Name Address Act and the Enforcement Decree of the same Act as well as matters needed for the enforcement thereof. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 2 (Expansion of Address Information Usage) The Mayor of Seoul Metropolitan City (hereinafter referred to as the "Mayor") shall use address information such as road name, basic number, road name address, State basic district and State basic district number, State spot number and address of things as defined in Article 2 of the Road Name Address Act.

Article 3 (Policy Promotion for Everyday Usage of Address Information) (1) The Mayor may promote Article 27 of the Act and the following to ensure address information is used efficiently:
1. Support for installing facilities that guide address information such as address information guidance signs;
2. Use of address information on location indication signs that are installed and marked at bus stops and railroad stations (including city railroad stations), passenger car terminals, passenger transport termainals, airports, etc.;
3. Support for promotion projects of everyday usage of address information by government agencies, private organizations, etc.;
4. Other projects the Mayor deems necessary to promote the everyday usage of address information.

Article 4 (Promotion and Education of Address Information) (1) The Mayor may produce and distribute promotion materials on how to use address information, etc. in accordance with Article 31 of the Act. <Amended on Dec. 30, 2021>
(2) The Mayor shall endeavor to ensure education on address information is carried out at civil defense and reserve forces education, meetings, events, trainings, etc. of various organizations. <Newly Inserted on Dec. 30, 2021>
(3) The Mayor, in consultation with the superintendent of education of the Seoul Metropolitan City, shall endeavor to ensure that education on address information is provided to various kinds of schools. In this case, support may be provided for the necessary education. <Newly Inserted on Dec. 30, 2021>

Article 5 (Composition of Address Information Committee) (1) In accordance with Article 29 of the Act, the Seoul Metropolitan City Address Information Committee (hereinafter referred to as the "Committee") shall be composed of not less than 10 members and not more than 20 members, including one chairperson and one vice-chairperson, but in accordance with Article 21 (2) of the Framework Act on Gender Equality, a specific gender shall not exceed six-tenths of the total number of committee members. <Amended on Dec. 30, 2021>
(2) The chairperson shall be the director general of the Address Information Division, and the vice-chairperson shall be elected among and by members. <Amended on Dec. 30, 2021>
(3) The members shall be appointed or commissioned by the Mayor from the following persons, but not less than one-half of the members excluding the chairperson, shall be non-public officials. <Amended on Jul. 15, 2010, Dec. 30, 2021>
1. Public officials concerned to address information such as firefighting, police, road management, etc.;
2. Persons who have abundant experience in address information projects and road traffic;
3. Persons who are knowledgeable about the city’s characteristics, history, geography, etc.;
4. Other persons the Mayor deems necessary.

Article 6 (Term of Office and Dismissal of Members) (1) The term of office of a member who is a public official shall be his/her tenure of service in the relevant position.
(2) Each committee member who is not a pubic official shall hold office for a term of two years and may be appointed consecutively up to two times.
(3) Where a member falls under any of the following, the Mayor may dismiss him/her during his/her term of office:
1. When it is difficult for a member to conduct his/her duties due to reasons such as death, sickness and others;
2. When it is recognized as inappropriate for a member to continue to hold the position due to reasons such as injury to dignity, long-time absence and others;
3. When a member himself/herself wishes to resign.
(4) In accordance with the dimissal of Article 3, the term of office of a newly appointed member shall be the remainder of the term of office of his or her predecessor.<Amended on Dec. 30, 2021, Dec. 30, 2022>

Article 7 (Function of Committee) The Committee shall deliberate the following issues:.<Amended on Dec. 30, 2021>
1. Matters related to the granting and changing of road names of roads that span over two or more autonomous Gus;
2. Other matters related to address information that the Mayor deliberates on.

Article 8 (Operation of Committee) (1) A meeting of the committee shall be convened by a chairperson when it is recognized as necessary by the chairperson if there is a Mayor’s request. <Amended on Dec. 30, 2021>
(2) When a chairperson intends to convene a meeting pursuant to paragraph (1), he/she shall notify each member of the date, venue, agendas, etc. of a meeting in writing seven days prior to the opening of the meeting: Provided, That a notification may be made by a day prior to the opening of a meeting in case of emergency.
(3) A majority of the committee members shall constitute a quorum, and any decision thereof shall require the concurring vote of a majority of those present.

Article 9 (Duties of Chairperson)  (1) A chairperson shall represent the committee and exercise overall control of its affairs.
(2) Where a chairperson is unable to perform his/her duties due to any unavoidable cause, a vice chairperson shall act for the chairperson, and where both the chairperson and the vice chairperson are unable to conduct their duties, a member in the order of seniority shall act for them. <Amended by Ordinance No. 4987, Jul. 15, 2010>

Article 10 (Executive Secretary) (1) The Committee shall have one executive secretary, and the executive secretary becomes the head of the Address Information Division.. <Amended on Dec. 30, 2021>

Article 11 (Preparation of Minutes of Meetings)  The Mayor shall prepare and maintain minutes of the meeting, including the following items: <Amended on Dec. 30, 2021>
1. Date and venue of a meeting;
2. List of the names of committee members and others who have attended a meeting;
3. Discussions and matters of progress;
4. Summary of comments by committee members and other participants of a meeting, and the results of deliberation;
5. Other matters the Mayor deems necessary.

Article 12 (Allowance, etc.) Allowance and other necessary expenses may be granted to a commissioned member that attends the committee within the scope of the budget. <Amended on Dec. 30, 2021>
