Article 1 (Purpose) The purpose of this Ordinance is to provide for matters necessary to advance the tourism industry and boost regional economies by fostering and advancing the international conference industry.

Article 2 (Definitions) Terms used in this Ordinance shall be defined in accordance with Article 2 of the International Conference Industry Advancement Act (hereinafter referred to as the "Act").

Article 3 (Establishment of Plan for Advancement of International Conference Industry) The Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") shall establish and implement a plan to advance the international conference industry, including the following matters, in order to foster and advance the international conference industry:
1. Matters regarding the invitation and advancement of international conferences;
2. Matters regarding effectively holding international conferences;
3. Other important matters regarding the fostering and advancement of the international conference industry.

Article 4 (Assistance in Invitation and Holding of International Conferences) (1) The Mayor may assist a person who invites or holds an international conference in the following activities in order to actively invite international conferences and hold such conferences effectively:
1. Domestic and overseas promotional activities for inviting or holding the international conference;
2. Providing materials related to the international conference;
3. Other activities that the Mayor considers necessary for inviting or holding the international conference.
(2) A person who intends to have the assistance under paragraph (1) shall file an application for assistance with the Mayor, as prescribed by Rule.

Article 5 (Establishment of Council) (1) The Mayor may establish the Seoul Metropolitan Government Council for the Advancement of the International Conference Industry (hereinafter referred to as the "Council") in order to have the Council provide advice on establishing the plan for the advancement of the international conference industry under Article 3.
(2) The Council shall be comprised of not more than 25 members, including one chairperson, and the members shall be commissioned or appointed by the Mayor from among the following persons:
1. Persons who have good specialized knowledge and experience in the international conference industry;
2. Representatives from related business areas, such as airlines, hotels, and general travel agencies;
3. Representatives from international conference facilities under Article 3 of the Enforcement Decree of the International Conference Industry Advancement Act (hereinafter referred to as the "Enforcement Decree");
4. Public officials from public agencies related to international conferences and the Seoul Metropolitan Government.
(3) The chairperson of the Council shall be elected by and from among council members; the secretary shall be appointed by the chairperson.
(4) Council members who attend a meeting of the Council may be reimbursed for allowances and travel expenses within budget.
(5) Other necessary matters regarding the operation of the Council shall be determined by the chairperson, subject to prior resolution by the Council.

Article 6 (Subsidization) (1) The Mayor may subsidize an organization exclusively responsible for international conferences, which shall be established pursuant to Article 5 of the Act in order to efficiently carry out works related to the advancement of the international conference industry, within budget for the expenses incurred in the operation of the organization.
(2) If necessary for the operation of the exclusively responsible organization, the Mayor may assign public officials under his/her control to work for the organization.

Article 7 (Entrustment of Administrative Work) The Mayor may partially entrust the exclusively responsible organization under Article 6 with projects under the plan to advance the international conference industry under Article 3.

Article 8 (Enforcement Rule) Matters necessary for the enforcement of this Ordinance shall be prescribed by Rule.
