SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE VITALIZATION OF UNPOPULAR SPORTS EVENTS AND SUPPORT FOR PROMISING YOUNG ATHLETES

SEOUL METROPOLITAN GOVERNMENT ORDINANCE ON THE VITALIZATION OF UNPOPULAR SPORTS EVENTS AND SUPPORT FOR PROMISING YOUNG ATHLETES

Article 1 (Purpose) The purpose of this Ordinance is to prescribe the matters pertaining to the vitalization of unpopular sports events and support for promising young athletes in order to raise public interest in unpopular sports events and contribute to the development of professional sports in Seoul Metropolitan City.

Article 2 (Definition) The meanings of the terms used in this Ordinance shall be as follows:
1. "Unpopular sports event" refers to a sports event that arouses little social interest or awareness and is subject to special taxation under Article 104-22 (1) of the Act on Restriction of Special Cases Concerning Taxation when a domestic corporation establishes and operates a sports team for such an event.
2. "Promising young athlete" refers to a young person as defined under subparagraph 1 of Article 3 of the Framework Act on Youth who is an athlete recommended by a principal in the jurisdiction of the Seoul Metropolitan Office of Education (hereinafter referred to as the "Office of Education"), or one who has won a prize at a sports meet held by the Seoul Metropolitan Government or the Office of Education.

Article 3 (Responsibilities of the Mayor) The Seoul Metropolitan City Mayor (hereinafter referred to as the "Mayor") shall formulate and implement the policies that are needed to vitalize and promote unpopular sports events and to support promising young athletes.

Article 4 (Programs) (1) The Mayor may implement the following programs to promote and vitalize unpopular sports events and support promising young athletes:
1. Subsidization of training expenses for promising young athletes in unpopular sports events;
2. Subsidization of training facilities and equipment for promising young athletes in unpopular sports events;
3. Production and distribution of promotional materials designed to raise interest in unpopular sports events;
4. Holding of competitions and events in unpopular sports;
5. Other programs deemed necessary by the Mayor.
(2) The Mayor shall separately determine in detail all matters pertaining to the selection of athletes eligible for support under paragraph (1), support procedures, etc.

Article 5 (Establishment of the Advisory Committee) (1) The Mayor may establish and operate an advisory committee (hereinafter referred to as the “committee”) to seek advice on the following matters regarding the vitalization of unpopular sports events and the provision of support for promising young athletes:
1. Matters pertaining to the selection of young persons to recommend as promising young athletes in unpopular sports events;
2. Matters pertaining to the formulation and modification of plans relating to the vitalization of unpopular sports events and the provision of support to promising young athletes;
3. Matters pertaining to the implementation of programs for the vitalization of unpopular sports events and the provision of support for promising young athletes;
4. Other matters deemed necessary by the Mayor.
(2) The committee shall be convened whenever an item of agenda arises, and shall be dissolved as a matter of course upon conclusion of such advice.
(3) The committee shall be composed of up to 15 members, including the chairperson and the vice-chairperson.
(4) The chairperson of the committee shall be the Chief of the Seoul Metropolitan Government’s Tourism & Sports Bureau, while the vice-chairperson shall be elected from among and by the members, and the members shall be appointed or commissioned by the Mayor from among any of the following persons:
1. Members of the Seoul Metropolitan City Council;
2. A Seoul Metropolitan Government public official in charge of sports;
3. A person recommended by the Seoul Sports Council or the Seoul Para Sports Association;
4. A professor or expert in the sports field;
5. A person who is otherwise learned and experienced in sports-related affairs.
(5) The chairperson shall represent the committee and be in charge of the overall work of the committee; however, if the chairperson is unable to perform their duties due to an unavoidable cause, the vice-chairperson shall serve in their stead.
(6) A meeting of the committee shall be convened with the attendance of the majority of the members on the register, and the committee shall make decisions by an affirmative vote of the majority of the attending members.
(7) Matters necessary in connection with the operation of the committee, other than those prescribed in this Ordinance, shall be determined by the chairperson after a resolution of the committee.

Article 6 (Establishment of Cooperative Systems) The Mayor may establish cooperative systems with the Office of Education, schools at all levels, relevant corporations and organizations, etc. for the vitalization of unpopular sports events and the provision of effective support for promising young athletes.

This Ordinance shall enter into force on the date of its promulgation.
