Article 1 (Purpose) The purpose of this Ordinance is to provide for matters necessary for the establishment and operation of Seoul English Village in order to provide citizens with opportunities to experience the culture of English-speaking areas and opportunities for lifelong education.

Article 2 (Definition) "Seoul English Village", in this Ordinance, refers to facilities that the Seoul Metropolitan Government (hereinafter referred to as the "Metropolitan Government") establishes and operates in order to provide opportunities to experience the culture of English-speaking areas.

Article 3 (Names, etc. of Seoul English Village) The name and location of the Seoul English Village that the Mayor of the Seoul Metropolitan Government (hereinafter referred to as the "Mayor") establishes and operates pursuant to this Ordinance shall be as set out in attached Table 1.

Article 4 (Eligible Users) The persons who are eligible for the use of the Seoul English Village shall be as specified in the following subparagraphs: Provided, That the juveniles under subparagraph 1 of Article 3 of the Framework Act on Juveniles shall be given priority for the use:
1. Persons registered as residents of the Seoul Metropolitan City;
2. Persons enrolled in a school in the Seoul Metropolitan City;
3. Persons who have a job in the Seoul Metropolitan City;
4. Persons whom the Mayor considers necessary.

Article 5 (User Fees) (1) The Mayor shall impose user fees on persons who use the Seoul English Village and collect user fees from such persons.
(2) The Mayor shall determine the user fees for the Seoul English Village within the limits set out in attached Table 2 and shall publicly notify the general public thereof through the Seoul Metropolitan Government Official Bulletin.

Article 6 (Exemption from User Fees) (1) The Mayor may exempt the following users from user fees under Article 5 within budget limits:
1. Beneficiaries under Article 3 of the Medical Care Assistance Act or juveniles who are family members of such beneficiaries;
2. Juveniles registered as the disabled under Act on Welfare of Persons with Disabilities;
3. Juveniles admitted to social welfare facilities under the Social Welfare Services Act;
4. Juveniles of persons entitled to the protection under Article 5 of the Single-Parent Family Support Act;
5. Other juveniles whom the Mayor considers necessary to exempt from user fees since they are eligible for social care.
(2) Notwithstanding the provisions of paragraph (1), when a juvenile who holds a Happy Children Card (referring to a card issued to a family with two or more children in the Seoul Metropolitan City) intends to use the Seoul English Village, the Mayor may exempt the juvenile from user fees by 50 percent of the fees otherwise borne by him/her. The foregoing shall apply only to cases where the number of children registered in a Happy Children Card is not less than three persons.

Article 7 (Return of User Fees) (1) The Mayor shall return the user fees under Article 5 in any of the following cases:
1. Where the Metropolitan Government or a person entrusted with the management and operation of the Seoul English Village fails to provide an educational program or a place of education due to the circumstances of the Metropolitan Government or such a person;
2. Where a person who has already paid user fees is unable to use the Seoul English Village due to an extenuating circumstance.
(2) If any of the causes of returning user fees under paragraph (1) occurs, the Mayor shall return the full amount of the user fees already paid, if the lesson has not begun yet, or the user fees for the remaining lesson days excluding the elapsed lesson days, if the lesson has already begun, within five days from the day on which a request for returning is filed.

Article 8 (Entrustment of Management and Operation) (1) The Mayor may entrust a legal entity, organization, or individual with the management and operation of the Seoul English Village.
(2) A person to whom the management and operation of the Seoul English Village is entrusted shall establish and implement regulations necessary for the management and operation of the facilities. In such cases, the person shall obtain approval from the Mayor for the regulations on the management and operation of the facilities and any intended amendment to the regulations. <Amended by Ordinance No. 4944, Mar. 2, 2010>
(3) If the Mayor entrusts a person with the management and operation of the Seoul English Village, he/she may require the person to apply the Rules on Finance and Accounting of Social Welfare Institutions mutatis mutandis to budgeting and accounting.

Article 9 (Application Mutatis Mutandis of Other Ordinances) Except as otherwise provided for in this Ordinance, the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Facilities for Juveniles and the Seoul Metropolitan Government Ordinance on Entrustment of Administrative Work to Private Sector shall apply mutatis mutandis to the management and operation of the Seoul English Village.

This Ordinance shall enter into force on the date of its promulgation.

Article 3 (Transitional Measures concerning Seoul English Village)
The "Seoul English Experience Village" established and operated pursuant to the Seoul Metropolitan Government Ordinance on the Establishment and Operation of Facilities for Juveniles shall be construed the "Seoul English Village" established pursuant to this Ordinance, and the name of such facilities shall be construed the "Seoul English Village Pungnap Camp" in attached Table 1.
