CHAPTER I GENERAL PROVISIONS
Article 1 (Purpose)
The purpose of this Ordinance shall be to prescribe matters delegated by the Framework Act on Carbon Neutrality and Green Growth For Coping with Climate Crisis, the Enforcement Decree of the same Act and matters necessary for enforcing the same.

Article 2 (Definitions)
The terms used in this Ordinance are defined as follows:

Article 3 (Principles)
Seoul Metropolitan City (hereinafter referred to as the "City") shall promote the transition to a carbon neutral society and green growth under the following fundamental principles:

Article 4 (Duties of the City)
(1) The City shall endeavor to cause the fundamental principles under Article 3 to be reflected in all fields, such as the economy, the society, education, culture, etc.

|
Article 5 (Duties of Citizens)
(1) Citizens shall practice the green life under Article 67(1) of the Framework Act on Carbon Neutrality and Green Growth for Coping with Climate Crisis (hereinafter referred to as the "Act") in their homes, schools and business places, etc. and actively participate and cooperate on the policy of the City.

Article 6 (Relation with Other Ordinances)
Except in cases specifically prescribed by relevant ordinances concerning the transition to carbon neutrality and the promotion of green growth, what is prescribed by this Ordinance shall be followed.

CHAPTER II TARGETS AND PLANS FOR THE REDUCTION OF GREENHOUSE GAS EMISSIONS
Article 7 (Setting of Targets to Reduce Greenhouse Gas Emissions)
(1) The City shall set its vision to achieve carbon neutrality by 2050 in order to overcome the global climate crisis (hereinafter referred to as the "Seoul Carbon Neutrality Vision").

Article 8 (Formulation of Master Plan for Carbon Neutrality and Green Growth)
(1) The Mayor shall formulate and enforce, every five years, the Master Plan for carbon neutrality and green growth of the City under Article 10(1) of the Act with ten years as its planning period in light of the following: the national master plan for carbon neutrality and green growth; regional characteristics; various opinions of communities, etc.

Article 9 (Checking the Implementation of the Target and Plan)
(1) The Mayor shall check every year the implementation by field and year in order to achieve the medium and long term reduction target under Article 8(2)2 herein.

CHAPTER III SEOUL METROPOLITAN GOVERNMENT 2050 CARBON NEUTRALITY AND GREEN GROWTH COMMITTEE
Article 10 (Organization and Operation of the 2050 Carbon Neutrality and Green Growth Committee)
(1) The 2050 Carbon Neutrality and Green Growth Committee (hereinafter referred to as the "Committee") may be established under Article 22 of the Act to deliberate and resolve the City's major policies and plans for the transition to a carbon neutral society and the promotion of green growth and the implementation thereof.

Article 11 (Functions of the Committee)
The Committee shall deliberate and resolve the following matters:

Article 12 (Meetings)
(1) Committee meetings shall be convened by a chairperson, when the chairperson recognizes as necessary or 1/3 or more of its registered members request to convene a meeting.

|
Article 13 (Exclusion, Recusal, and Abdication of Members)
(1) A member shall be excluded from the deliberation or resolution of the Committee in the following cases:

CHAPTER IV POLICY FOR THE REDUCTION OF GREENHOUSE GAS EMISSIONS
Article 14 (Budget for Greenhouse Gas Emission Reduction Awareness)
(1) The Mayor shall analyze an effect of the budget and fund on climate change as stipulated by related laws and regulations and enforce the budget for greenhouse gas emission reduction awareness in which the effect is reflected.

Article 15 (Conversion to New and Renewable Energy)
(1) The Mayor may formulate and enforce, within his/her jurisdiction, the policy for energy saving and energy conversion to new and renewable energy.

Article 16 (Revitalization of Green Buildings)
(1) A person who newly constructs buildings and an owner of the existing buildings shall endeavor to follow the standards and procedures stipulated by the Mayor to revitalize green buildings under Article 31(1) of the Act.

Article 17 (Revitalization of Green Transport)
(1) Citizens shall refrain from the use of vehicles in their business activities and everyday lives and maintain their vehicles in an appropriate way to reduct the emission of greenhouse gases.

Article 18 (Expansion of the Supply of Environment-Friendly Motor Vehicles)
(1) The Mayor shall, when purchasing motor vehicles, purchase motor vehicles (hereinafter referred to as the "Environment-Friendly Motor Vehicles") under subparagraph 2 of Article 2 of the Act on the Promotion of Development and Distribution of Environment-Friendly Motor Vehicles on a preferential basis and endeavor to distribute the same.

Article 19 (Expansion of Carbon Sinks)
(1) The Mayor shall formulate and enforce a policy that creates and expands carbon sinks under Article 33(1) of the Act and improves the absorption of greenhouse gases in order to reduce greenhouse gas emissions.

Article 20 (Preparation of Information and Statistics on Greenhouse Gases)
(1) The Mayor shall prepare information and statistics that are necessary to calculate and analyze the greenhouse gas statistics of the City under Article 36(3) of the Act.

CHAPTER V CLIMATE CRISIS ADAPTATION PROJECT
Article 21 (Formulation of Climate Crisis Adaptation Measures)
(1) The Mayor shall formulate and enforce, every five years, the City's climate crisis adaptation measures (hereinafter referred to as the "Adaptation Measures") in light of the following: the national climate crisis adaptation measures under Article 38(1) of the Act; regional characteristics; various opinions of communities, etc.

Article 22 (Inspection of Implementation Progress of Adaptation Measures)
The Mayor shall do the following every year: inspect the implementation progress of the Adaptation Measures; prepare a report of the findings; be deliberated by the Committee; report such facts to the Council; and file a report with the Minister of Environment by April 30.

CHAPTER VI TRANSITION, SPREAD, ETC. OF CARBON NEUTRAL LOCAL COMMUNITIES
Article 23 (Support, Special Cases, etc. Regarding Green Technology and Green Industries)
(1) The Mayor may provide support, such as payment of subsidies, provision of demonstration place and financial support, etc. for demonstration projects, as may be necessary for green technology and green industries within budgetary limits.

Article 24 (Support, Education, and Public Relations for Green Life Campaign)
(1) The Mayor shall formulate policy measures to support a life of minimizing the generation of greenhouse gases and pollutants through saving energy and resources and diverting consumption toward green products in citizens¡¯ everyday life from production to consumption to activities, etc. (hereinafter referred to as "Green Life"), and reinforce education and public relations, thereby aggressively spreading a national green life campaign.

Article 25 (Cooperation with the State)
(1) The Mayor shall plan to cooperate with the central and other local governments on a policy with which it could be possible to cope with, on a large scale, the transition to a carbon neutral society and the promotion of green growth.

Article 26 (Establishment, Designation, Operation, etc. of Carbon Neutrality Support Center)
(1) The Mayor may establish a carbon neutrality support center (hereinafter referred to as the "Support Center") under Article 68(1) of the Act or designate among the following organizations and agencies under Article 63(1) of the Enforcement Decree and operate accordingly:

Article 27 (Establishment of a Just Transition Support Center)
(1) The Mayor may establish and operate a just transition support center (hereinafter referred to as the "Transition Center") under Article 53(1) of the Act to protect and support industries and regions experiencing social and economic inequalities in the course of the transition to a carbon neutral society.
