Article 1 (Purpose)
The purpose of this Ordinance is to provide for matters necessary for forecasting and warning about air pollution in order to protect citizens' health from air pollution pursuant to the Clean Air Conservation Act and the Enforcement Decree of said Act.
Article 2 (Definitions)
The terms used in this Ordinance shall be defined as follows:
Article 3 (Methods of Forecasting and Warning)
(1) The Mayor of Seoul Metropolitan Government (hereinafter referred to as the "Mayor") may inform news media, such as broadcasting stations, newspapers, and related agencies, of the details of forecasts and warnings of air pollution to protect citizens' safety and health.
Article 4 (Details and Levels of Forecasts)
The details and levels of forecasts and guidlines for conduct are as specified in attached Table 1.
Article 5 (Measures to Taken Following Forecasts)
The Mayor may inform citizens of guidelines for citizens' conduct following a forecast of air pollution.
Article 6 (Details and Levels of Warnings)
(1) When the particulate matter concentrations or ozone concentrations reaches or exceeds a certain level, the Mayor may issue a warning.
Article 7 (Measures to Be Taken Following Warnings)
(1) In issuing a warning, the Mayor shall take the measures specified in attached Table 3.
Article 8 (Ascertainment of Measures Taken upon Warnings)
Where the Mayor has taken measures upon a warning, he/she may ascertain the results of such measures. <Amended by Ordinance No. 6815, Mar. 22, 2018>
Article 8-2 (Watches to Sensitive Groups)
(1) In order to protect citizens' health, the Mayor may issue a watch to sensitive groups, when concentrations of particulate matter (PM-2.5) reach or exceed a certain level, even lower than the level specified in Article 6 (2).
Article 9 (Cooperation among Cities/Dos)
In order to protect citizens' health and improve air pollution following a warning, the Mayor may cooperate with neighboring Cities/Dos in implementing measures, etc.
Article 10 (Subsidization from Budget)
In order to efficiently issue forecasts and warnings of air pollution, the Mayor may disburse necessary expenses, within the budget. <Amended by Ordinance No. 6815, Mar. 22, 2018>
Article 11 (Detailed Operating Rule)
The Mayor may formulate and implement separate guidelines for matters necessary for issuing forecasts and warnings of air pollution.
